Money, Power and Politics

We Curbed the Government–Corporate Revolving Door

We stopped senior public officials from quickly moving into corporations they had overseen, making such transitions far less common.

We Held Bank Hapoalim Executives Personally Liable

Following our court objection, a legal precedent was set requiring senior Bank Hapoalim executives to pay millions out of their own pockets for their role in the bank’s U.S. tax evasion case.

  • We Led the Fight Against the Fishman Debt Write-Off
    We led a public and legal campaign against the lenient debt settlement proposed for tycoon Eliezer Fishman, resulting in the establishment of a parliamentary inquiry into reckless bank lending to powerful business magnates.
    Impact for the Public: 
    Stronger bank accountability and tighter oversight of large-scale credit practices.

  • We Blocked the Expansion of Parliamentary Immunity
    We stopped legislation that sought to significantly expand Knesset members’ immunity, which would have allowed them to evade criminal investigations – including in matters involving government–corporate ties – and civil lawsuits.

    Affirming that elected officials are not above the law and remain publicly accountable.

  • We Strengthened Competition Law Enforcement
    We helped pass legislation strengthening the Competition Authority and significantly
    increasing maximum fines for corporations and monopolies that violate competition laws –
    from 25 million ILS to 100 million ILS.

    Stronger enforcement tools against businesses that harm competition.

  • We Closed a Tax Loophole for Oligarchs
    We played a key role in amending the so-called “Milchan Law,” eliminating a decade-long tax reporting exemption for returning residents and new immigrants on foreign income.

    Ending a two-tier tax system – one for ordinary citizens and another for the ultra-wealthy.

We Opened the Banking Market to Competition

We supported reforms that make it easier to establish new banks and allow customers to switch banks quickly and seamlessly – at the click of a button.

That Monthly SMS from Your Bank? We Helped Make It Law

We helped pass legislation requiring banks to send monthly SMS notifications detailing the total fees and interest charged that month.

Greater transparency – and a clearer understanding of what you’re really paying

No More Surprise Fees from Banks

We initiated and advanced legislation requiring banks and credit card companies to provide effective notice (such as via SMS) before promotional benefits expire – for example, when a fee waiver is about to end.

No more surprise charges, and the ability to switch to a better offer in time

  • You Can Now Open a Deposit at Any Bank
    We advanced legislation allowing anyone to open a deposit account at any bank, even without holding a current account there.
    Impact for the Public:
    More competition among banks over the interest rates offered to customers.

  • Your Current Account Money Can Work Harder
    We promoted a law requiring banks to notify customers when they hold positive balances
    in their current accounts and present higher-yield savings options, such as deposits or money market funds.

    Customers can move their money to interest-bearing options instead of letting it sit idle and lose value.

  • We Made Banking Offers Easy to Compare
    We helped pass the “Banking Zap” law, requiring banks and other financial institutions to provide accessible data so consumers can easily compare offers.

  • Lower Securities Trading Costs
    A joint committee of the Bank of Israel and the Securities Authority – established following our advocacy – adopted several of our recommendations to increase transparency and competition
    in securities trading.

  • We Pushed to Declare Major Banks a “Concentration Group”
    After years of sustained pressure, the Competition Commissioner initiated formal proceedings to declare the major banks
    a “concentration group” – a move that enables the imposition of pro-competitive measures.

    Stronger tools to curb excessive banking power and increase competition.

Consumer Protection

Shopping Vouchers Now Valid for Up to 15 Years

We strengthened consumer protections for shopping vouchers (such as BuyMe and Tav HaZahav): voucher validity was extended to up to 15 years, and issuing companies must now send annual reminders and notify users before vouchers expire

Less money lost – and fewer unpleasant surprises.

Price Tags in Supermarkets Are Here to Stay

We led the campaign against a plan to abolish mandatory price labels on supermarket products. Following public pressure, the Minister of Economy reversed the decision.

Clear prices on the shelf – and easier comparison between products.

We Stopped Food Price Hikes Through Consumer Protest

Together with the TV program “The Tzinor”, we led the “Pasta Revolt” and the “Tuna Revolt” – nationwide consumer protests that exposed concentration in the food market and forced major food companies to delay planned price increases.

  • We Blocked an Attempt to Weaken Class Actions
    We stopped a proposed amendment to the Class Actions Law that would have allowed the Minister of Justice
    to eliminate categories of cases eligible for class-action lawsuits.

    Preserving a crucial legal tool for consumers against large corporations.

  • We Limited the Power of Major Food Companies
    We helped advance a two-year freeze on mergers in the food sector and secured a ban on “product tying” by dominant suppliers –
    a practice that pushes smaller producers off supermarket shelves.

    Reducing the power of large food companies and strengthening competition.

Pensions and Insurance

Higher Returns in the “Savings for Every Child” Program

We helped change the default investment track in the “Savings for Every Child” program to a higher-yield option and initiated legislation allowing families who initially saved through banks to move future deposits to pension funds with significantly better returns.

Impact for the Public:
Higher returns on children’s savings – and the flexibility to move funds from banks to better-performing investment options.

We Reduced Pension Management Fees for Retirees

We led a reform that lowered the maximum pension management fees for retirees from 0.5% to 0.3%.

Impact for the Public:
An estimated 2.6 billion ₪ in savings for pensioners over the next five years – more money staying in retirees’ pockets.

We Stopped the Sale of Phoenix Insurance to a Foreign State Fund

After sustained public pressure, we helped halt the proposed sale of Phoenix Insurance to a fund controlled by the Abu Dhabi government – a deal that would have placed control over approximately ₪360 billion of Israelis’ pension savings in foreign state hands.

Protecting pension savings and ensuring that geopolitical interests do not override the interests of Israeli savers.

  • We Exposed Hidden Pension and Insurance Fees
    We led a reform requiring pension funds and insurance companies to disclose previously hidden management fees – estimated at about ₪2 billion per year. All fees must now be presented in a clear, unified, and comparable format.

    Full transparency – making it easier to understand costs and compare providers.

  • We Limited the Sale of Costly Insurance to Low-Income Workers
    We led a reform restricting insurance companies from aggressively marketing high-fee executive insurance policies to low-income employees.

    Better protection for workers’ pension savings from unsuitable and costly financial productsReducing Duplicate Health Insurance.

  • We Reduced Duplicate Health Insurance
    We helped pass legislation addressing the widespread problem of consumers unknowingly purchasing multiple private health insurance policies that provide the same coverage.

  • We Blocked a Tycoon’s Takeover of Clal Insurance
    Following our campaign, the Capital Markets Authority halted the attempt by tycoon Alfred Akirov to take control of Clal Insurance, a company managing the pension and insurance savings of hundreds of thousands of Israelis.

    Protecting institutions that manage the public’s pension savings.

  • We Strengthened Accountability in Public Companies
    We helped establish new norms in the capital market that limit the use of the “overruling” mechanism – which allowed boards to approve excessive CEO compensation even when shareholders opposed it.

    More responsible management of pension savings invested in public companies.

  • We Improved Governance in Companies Managing Pension Savings
    We secured significant improvements in legislation regulating companies without a controlling shareholder – many of which manage the public’s pension savings.

    Better corporate governance and improved returns on long-term savings.

  • We Protected Pension Savings from Early Withdrawals
    We worked with the Capital Markets Authority to stop unlawful early withdrawals of pension funds. The regulator adopted our position, requiring thorough review of withdrawal requests and mandatory pension counseling.

    Protecting long-term pension savings and financial security for the future.

Natural Resources

We Returned 500 Million ₪ to the Public

After nearly three years of legal proceedings, Israel’s High Court of Justice unanimously accepted our petition and ordered ICL to pay approximately 500 million ₪ in water fees for the extraction and use of water within the Dead Sea concession area – fees the company had not paid.


Impact for the Public:
Lower water costs for Israeli citizens.

A Better Dead Sea Concession for the Public

We secured the inclusion of key provisions we had long advocated for in the draft law regulating the future Dead Sea concession – including a larger state share of profits, stronger environmental protections, and greater transparency in managing this national resource.

Higher revenues for the state, stronger environmental oversight, and greater transparency to ensure the resource is managed for the public interest.

We Forced Gas Companies and ICL to Pay Taxes Immediately

We helped pass legislation requiring gas companies and ICL to pay taxes on their natural resource profits immediately – preventing them from delaying payments for years through legal proceedings.

Impact for the Public:
State revenues from natural resources are collected on time, without delays or legal maneuvers.

  • We Helped Remove ICL’s Advantage in the Future Dead Sea Concession
    After sustained pressure, the Ministry of Finance reached an agreement with ICL under which the company waived its preferential right in the future Dead Sea concession – a right that would have given it a major advantage in the upcoming tender.
    Impact for the Public:
    A more competitive and transparent concession process, increasing the likelihood of higher revenues for the state.

  • We Blocked a New Exploration License for the Gas Monopoly
    The Concentration Committee accepted our position and denied the gas monopoly Delek–Chevron a license to explore an additional gas field.
    Impact for the Public:
    Preventing further concentration of power in the hands of the gas monopoly.

Public Transportation

We Strengthened the Independence of the Public Transportation Authority

We helped advance reforms that turned the Public Transportation Authority into a more independent unit within the Ministry of Transport.

Impact for the Public:
Public transportation policy can be managed more professionally and with less political interference.

We Improved Bus Tender Incentives for Passengers

Following our appeal, the Public Transportation Authority revised the criteria in bus operator tenders, giving greater weight to service quality and reliability.

Impact for the Public:
Stronger incentives for bus companies to arrive on time and serve all stops.

We Reduced an Unjustified 500 Million ₪ Dividend at Egged

Following our appeal, the Ministry of Transport opposed a massive dividend distribution to Egged’s shareholders, and the final payout was significantly reduced.

Impact for the Public:
More resources directed toward improving public transportation services instead of shareholder payouts.

  • We Opened Public Transit Payments to Competition
    We worked to enable new mobile payment apps in public transportation, despite heavy lobbying by the Rav-Kav system to block the reform.

    More payment options for passengers.

Transparency

We Increased Transparency Around Lobbying in the Knesset

We initiated legislation requiring lobbyists in the Knesset to disclose whom they represent and be recorded in official committee protocols.

Impact for the Public:
Greater transparency about who is trying to influence public decision-making

Regulating Lobbyist Access to Government Ministries

We pushed several key government ministries – including Finance, Justice, and Environmental Protection – to publish formal guidelines regulating interactions between ministry officials and lobbyists.

Less hidden influence by powerful interests and greater transparency in decision-making.

We Ended the Fax Requirement in Government Offices

We initiated legislation requiring government ministries and public bodies to allow communication via email instead of fax, and to publish phone numbers and email addresses for relevant departments.

Easier and more accessible communication with government offices.

  • We Exposed Corporate Influence on Legislation
    We helped pass a reform requiring all submissions on draft laws to be published on the government website, reducing the ability of large corporations to influence legislation behind closed doors.

    The public can see who is trying to shape the laws that affect them.

  • We Protected Government Transparency During the War
    Together with other civil society organizations, we blocked an attempt to weaken the Freedom of Information Law during wartime by extending government response deadlines.

    Even in times of crisis, government ministries cannot operate in the dark or avoid public scrutiny.

Environment

We Forced ICL to Fund the Environmental Damage It Caused

We led a move requiring ICL to provide an open-ended bank guarantee worth tens of millions of shekels to cover the cleanup of severe pollution caused by its phosphate operations.

Impact for the Public:
The cost of environmental rehabilitation falls on the polluter – not on taxpayers.

We Reduced Secrecy Around the Polluting EAPC Company

We worked to limit the sweeping secrecy surrounding the activities of EAPC, responsible for some of Israel’s largest environmental disasters.

Greater transparency and stronger oversight over a major polluting company

A Company That Defrauded the State Must Return Tens of Millions

The Ministry of Environmental Protection accepted our position and revoked tens of millions of shekels in grants that the company Veridis had obtained fraudulently.

Public funds were returned to the state instead of remaining with a company that acted improperly.

Import Monopolies ​

More Products from Abroad Can Now Be Imported

We played a key role in advancing the “What’s Good for Europe Is Good for Israel” reform, expanding the range of products that can be imported into Israel.

Greater product variety and lower prices for consumers.

Importers That Harm Competition Will Face Heavy Fines

We helped advance legislation enabling action against exclusive importers who block parallel imports, with penalties of up to 100 million ₪.

Stronger protection for parallel imports, which typically lead to lower prices.

Local Authorities

Strengthening the Role of Local Council Members

The Knesset Interior Committee adopted the model we developed for compensating local council members, as part of legislation that has already passed its first reading.

Providing compensation for council members will strengthen their ability to serve residents and effectively oversee local leadership.

We Blocked an Attempt to Upset the Balance of Power in Local Government

We stopped a bill that would have increased the number of deputy mayors in small municipalities – a move that would have cost each authority about 800,000₪.

Impact for the Public:
Budget savings and preserving the ability of opposition council members to oversee the mayor and coalition.

We Exposed Hidden Corporate Donations to Local Authorities

Together with the media outlet “Shakuf”, we revealed that dozens of local authorities had received undisclosed donations from corporations – including polluting companies operating in their jurisdictions – in violation of Interior Ministry guidelines.

Preventing undue corporate influence on local governments and increasing transparency around hidden interests.

  • We Secured Key Amendments to Problematic Legislation
    We significantly narrowed legislation that created a link between the granting of building permits and the salaries of mayors and senior local officials.

    Reducing the risk of conflicts of interest and preventing building permits from being approved merely to increase officials’ pay.
