The Evolution of a Core Topic

Phase One

Proposing a Subject

You can submit topic ideas through an online form, subject to an identification process that includes providing your email address or ID number. Voting remains open throughout the year, and we will provide a response to your proposal before the next members’ vote. Our lobbying team carefully reviews all proposals based on the following criteria:

  1. The topic must address a clear social or economic issue (excluding matters of religion and state or party politics, in line with our regulations).
  2. The proposal should benefit the vast majority of the public, not just a small group.
  3. The proposal should be practical and feasible, taking the composition of the Knesset and the coalition into consideration. We prioritize issues with a realistic chance of progress over issuing “statements of law” that are unlikely to pass due to political or budgetary reasons.
  4. The topic is not already being addressed effectively by other social organizations.
  5. The topic can be addressed in the near term.
  6. Priority is given to topics where corporate lobbyists are working against the public interest.

Voting Procedures:

Annual Voting Process: Topics that meet all criteria are put to an online vote. Members can then vote for the topics they want to prioritize, and can also vote against topics they prefer we do not take on. Topics receiving more than 25% opposition will be rejected. The final selection of topics is based on the highest votes, while taking opposing votes into account.

Retirement Vote: Every two years, members vote on retiring a core topic. They choose one topic from the current list to discontinue, making room for new topics to be added

Smaller Votes Throughout the Year: We hold two to four smaller votes each year on content, research, communications, and legal matters, giving members a say on immediate decisions. For example: “Should Lobby 99 appeal the Competition Authority’s approval of the acquisition of the gas pipeline between Israel and Egypt by a gas monopoly?”

Budget Vote: Each year in December, members vote to approve the project’s annual budget.  If a proposal receives 25% or more opposition, it is rejected and an alternative is brought forward. Once approved, the full budget, including salaries and office expenses, is published on our website.

Engaging and Keeping You Informed

Lobby 99’s lobbyists work on topics selected by project members. This work takes place within the Knesset, government offices, and in collaboration with regulatory entities.

Members receive a weekly update via email, and have access to exclusive Facebook and Telegram groups for discussions and community interactions.
